Smartphone Notifications Allow Spying From Foreign Governments

U.S. Senator Ron Wyden has raised concerns about foreign governments possibly accessing smartphone push notification records from tech companies Google and Apple. These records can provide detailed insights into an individual’s app usage and preferences, which raises major privacy concerns. The revelation, shared in a letter addressed to Attorney General Merrick Garland, called for greater transparency from the tech industry regarding government-issued legal demands for user data. Wyden suggested that companies should be allowed to share such information, especially when it’s related to foreign governments’ requests.

“Apple and Google should be permitted to be transparent about the legal demands they receive, particularly from foreign governments, just as the companies regularly notify users about other types of government demands for data. I would ask that the DOJ repeal or modify any policies that impede this transparency.”

It’s been confirmed that both foreign and U.S. government agencies have sought push notification data from Google and Apple, primarily to associate anonymous users on messaging apps with specific accounts. In response to these revelations, both companies have shown their commitment to transparency. Apple is updating its reporting protocols, while Google reiterated its pledge to keep users informed about government requests for data.

The extracted push notification data can reveal details such as the recipient app of a notification, the time of reception, the phone and account to which the notification was delivered, and, in certain cases, even the unencrypted message displayed in the notification.


The Senator suggested a significant change. He believes that both Apple and Google should be able to share complete information about legal mandates they receive, especially those from foreign governments. This practice would mirror how they keep users updated about domestic governmental data demands. The Senator requested the Department of Justice to reassess or adjust any policies that obstruct such transparency.
