The Tulsa Promenade currently houses a Dillard’s and about a dozen other businesses on its first floor. The mall’s second floor is dark and locked. “I used to love this mall,” said a retail store manager at the mall. “COVID started to push it downhill really fast. Then after that, a lot of stores started leaving.”
